You are allowed to have two lines per person in the water at once while ice fishing. That includes tip ups or a rod. There is a rule as well that that your tip ups have to be within a certain distance of you. I'm not sure the distance though so you would have to check the regs for the specifics.

The distance is 60 meters or 197 feet with a clear line of sight.
