There's one in Lindsay that I think is open year round. It's "Kawartha Lakes bait and Tackle' on Queen St. Also, I believe 'Lakeview Cottages Bait and Tackle' in Cameron is open. They rent their cottages to lots of ice fishermen, I believe, and I think they're open during the winter as well.

Jerry pretty much runs that place as to how he feels. I've been there a number of times when it was supposed to be open and it wasn't. Good luck with hours there. Usually, he's open as advertised online, but not always.

I was just at the bait shop on the causeway in Port Perry. He is definitely open and well stocked. Lets support him to keep a bait shop close. I'm going fishing tomorrow. One person fishing on Scugog today that I saw. A little too windy for me though.
