Does anyone target pike in marinas off Lake Ontario? if so when do you typically go after them?

Yes, from about late October to May .
I had caught smaller pike in Marinas in the middle of summer heat but the big girls are off to cooler waters.

planning on heading out in march once temps stay above zero. what do you typically throw for them this time of year? jerk baits and swimbaits?

Yes, both of them would work under the right conditions and depth. Slow jerk/pause retrieve (with long pauses) and patience are your friends.

Believe it or not work harnesses (pickerel Rigs) work good in those areas as well

Yep, lots of things would work : live bait , dead bait , worms etc fished very slowly or on set line.
In open water I am only fishing artificial lures for pike as it’s more fun for me but when ice fishing I do fish set lines and tip-ups with live or dead bait

Prespawn females, full of eggs, are often reluctant to chase large baits this time of year so don't ignore smaller presentations in 4"-5.5" range.

So true. Smaller swim jigs worked for me last season very well.
