Correct me if I am wrong . but wasn't this already in place approx. 8 years ago?

How is this in place if it is not in the regulations. A "proposal", "recommendations" and "Best Practices" what ever it is, is not mandatory if it is not adopted under an Act and set within a regulation.

I don't know , but I recall seeing signs along the 400 regarding this same thing and it was discussed to death on many forums

Pretty sure that was just a year or two ago,
And only proposals at that time - people had petitions against it etc.

I see using the Severn as a diving line as being problematic----there are lots of fishing spots above it but very few bait shops enroute to most of them.

I thought it's been in place for a long time.

MNR has a phone line, give them a buzz to clarify.

Wow, can’t say I didn’t learn anything today!!

From the MNR website “ There are no restrictions on angler movement of live baitfish.”

Good for the city folk heading north, bait is a lot cheaper south.

Bait regulations are perfect, if we don't move bait; birds, rivers, canals, nature will.
