Thanks guys, I now have the trailer fixed. I thought it was the plug on my car, so I had a new one put on. Still had the problem of inconsistent working lights. I had a new plug put on the trailer, the problem didn't go away. I re-checked all the wiring and it was fine (ground included). On a last ditch effort, I decided to replace all of the bulbs again. I popped off the first cover and a bulb was sitting on the bottom, not in the socket. I reseated it and checked out the other one, and there was another bulb sitting there. I replaced it as well, and now we're good to go. Too bad I have wait until the spring. I see LED's in my future.
