Can you can be fined for having to many people or weight in your boat? if inspected by the OPP or MNR?

YES! $500. There may be other charges as well depending on the circumstances.

what are the rules if it is an old boat without the weight tag in it? what are the rules then?

There is a process for getting a capacity plate for a boat without one. Sorry, I don't know the details. May I suggest reading The Safe Boating Guide; it is available on line.

I think if you are missing the DOT plate which gives hp rating, weight, number of people you can be charged as well. Same as removing the vin plate from you car.

Is it the boat weight limit or number of people or both you need to follow?

I am looking at a boat but I don't think it meets my needs if the weight limit is a concern even if it states 5 people 675 lbs.

I believe it is both or they won't have them both on the plate. I am sure it is online or call Canadian Customs.

Sofabed.....Don't forget the capacity for people in that boat is an average of only 135 lbs a
person....things change quickly with 3 200 lb guys in the boat.

The numbers on my DOT Plate on my 16 ft boat says 5 people or 750 lbs and the total capacity
for my boat is 1250 lbs....That would include people, motor, gas and all your gear in the boat.

Hey I was wondering my boat and single axle no brakes trailer weighs 3600lbs

What's the limit until you need a dual axle and brakes on a trailer?

I think single axle is 3500 lbs. gross including the trailer. Brakes is needed for over 3000 lbs. You can verify on line with DOT. Also keep in mind the size of the tow veh.
