There is a process for getting a capacity plate for a boat without one. Sorry, I don't know the details. May I suggest reading The Safe Boating Guide; it is available on line.

I think if you are missing the DOT plate which gives hp rating, weight, number of people you can be charged as well. Same as removing the vin plate from you car.

Sofabed.....Don't forget the capacity for people in that boat is an average of only 135 lbs a person....things change quickly with 3 200 lb guys in the boat.
The numbers on my DOT Plate on my 16 ft boat says 5 people or 750 lbs and the total capacity for my boat is 1250 lbs....That would include people, motor, gas and all your gear in the boat.

I think single axle is 3500 lbs. gross including the trailer. Brakes is needed for over 3000 lbs. You can verify on line with DOT. Also keep in mind the size of the tow veh.
