A new bill is in the process of passing in New York state to allow anglers to fish with 3 rods, here are the details of the bill:

TITLE OF BILL:
An act
to amend the environmental conservation law, in relation to authorizing
angling by a single individual with up to three lines in freshwater; and
providing for the repeal of such provisions upon expiration thereof

PURPOSE:
This legislation would authorize an individual to angle for fish with
up to 3 lines in freshwater.

SUMMARY OF PROVISIONS:
Amends section 11-0103 of the Environmental Law to change the number
of lines one person may operate from not more than three, with or
without rod in freshwater.

This act shall expire and be deemed repealed December 31, 2013.

JUSTIFICATION:
This new 3-rod rule is designed to favorably impact a fisherman's
experience by increasing his probability of catching a fish. Catching a
fish enhances angler satisfaction more than any other factor and is
the prime determinant in deciding whether or not to make return
visits to the fisheries of New York.

Return visits to the fishery are a boon to the local economies. Return
trips mean more money spent locally for fuel, food, lodging,
launches, parking, and rentals.

The 3-rod rule will not guarantee that people catch more fish; rather
it will give them the potential to locate the fish a little easier.
The small crewed boats, the 'weekend warrior', the recreationalist,
the vacationer, the retired couple who have saved up for a boat and
now have the time and health to use it will all benefit from this.

It does not mean they must use 3 rods, it will mean they can use 3
rods per person, whether they are operated from land or from a boat,
if they so choose. New Jersey and Michigan both have a 3-rod rule, to
which they have continued to see a favorable impact to their
recreational fisherman.

In addition, the 3-rod rule will not exploit the fishery since
exploitation is constrained by creel limits that would still be in
effect.

The comment about the "potential to locate fish" makes sense, but personally, I wouldn't fish three rods--my boats not big enough!
When I fish Lake O, I fish two rods, one on a rigger and maybe a slider on it and a dipsey out to the side. I figure that gives me lots of potential to locate fish.
If I am there by myself, it can be tricking landing a fish with 2 rods out, never mind 3.
What I would like to see, is a 2 rod rule for Simcoe and Georgian Bay. It would help in locating fish.

There is a lot of forward thinking south of the border when it comes to fishing and a funny thing but the fishery seems to be doing fine.There will always be people that exploit whatever rules are instituted regardless of the region.

Yes and the fishery there is incredible!, thanks to collective efforts from DNR, clubs and fisherpeople. I do not see that this applies to lake Ontario only........states freshwater fishing.



We, on the other hand seem to going backwards or at least letting the gov't off to quickly with each proposal for cutbacks on limits, slots and so on.

Without our local clubs/voluteers etc.....I think our fishery in whole would be a mess.

SD......I have to ask...why is it so difficult to catch a fish with 2 rods out? many ways to get through this.

1. if it's a big salmon, you have time to rell in oher line while salmon is screaming out

2. you can just control and play out the fish with no worries.

3. I see too many people in a hurry to land large fish.that is brought to the boat still green....that's when you may run into some problems...tire them out before getting close to boat and no issues.

I would love to be able to have two rods for downrigging for trout. I like to have one near bottom and one higher up to see where they are hitting. When i am by myself I can only run the one and might not always find the zone.

As Shank says control, control, control. It is about having fun anyways. Try bringing in 400 lb. fish fast, trust me it don't work.

Yup, this bill has already been passed. They are fishing with 3 rods on the New York side of Lake Ontario. Wow! That was fast. Ontario MNR on the other hand move much slower when it comes to regulation changes.
