I am having the same issue. i recall last year was slow until August. I would write a report however it would be on what techniques not to use this year

There is certainly something off this season. It even shows on some tournament. Weights are way off and sometimes they are where they are suppose to be.
The fact that we had a very very thick ice this winter on most lake killed a lot of weeds and the weed growth takes a while.
Weed create oxygen and habitat for these fish and filters the water for them.
What I have found fishing different lake this season. I found that a lot of fish as still screwed up from the spawn some have and some haven't and will not spawn. Females who don't spawn don't need to eat as much as they will just absorb the eggs over time.
I found in some lake the water color clearity to be off. Sparrow, Glousterpool, Sturgeon had a small tint of redish color. This means the acid level are high and the fact that the weed growth isn't the best this year it defenately affects the fish.

Balsam is a slow go too.
Weed beds are At an all time low. Beds that were the size of football fields are barely the size of a transport. By this time of year you can almost walk on them.. yet they are still 2-3 feet below the surface...

Add tri lakes .. Scugog and rice to the list. Weed growth seems low on all the lakes iv been on this summer. I know it's hard to believe scugog would be on that list but a few areas I like to fish the weeds are lower than "normal"

I agree with other posts here and would add that water temperature is likely a factor. Bass prefer warmer temperatures than do most other fresh water species and this has been a relatively cool summer. Over the years I always had my best luck in August and September.
