Ya man ! bring it .
Me and a few buddies packed them . We down three years in a row with them. You can fish the entire canal system they have right off the main highway . Bring split shot weights and hooks . They usually have locals selling bait along side of it . Helps if you rent a scooter for quick easy transportation fishing all around there . We never really did land nothing big other than 43 inch barracuda . Red snappers where tasty ... Not many laws down or restrictions on fishing . Never herd anything about license as well .... lol I wouldn't worry about it .

shrimp suggestion is your best option. You'll get the most action that way. If you can find them, the Rapala Clacker in all white is pretty good. If you're thinking of buying cigars DON'T BUY ANY OF THEM FROM THE BEACH. Don't bother wasting your money. Have a great time!

Save your money for the bait down there for fishing .
As for the rod tube ... I packed a folded up fishing rod that fit into my suit case . Rod tube should be fine ...

depending on who you're flying with you may be charged for an extra piece. I was traveling with my family so I was allowed 4 pieces so I didn't have an issue. Bring a telescopic and when you're done give it to a local. Much better than having to worry about your rod. I brought my rod down to Dominican last year and it was a pain walking to and from the room to bring it to the beach and back with 2 kids. I also didn't want to get sand on my Penn reel. Its a vacation so the less you have to worry about the better.

Not Cuba, but I've flown with 5 rods down to Florida in a 7'9" rod tube and have never had any issues. Have done so a few times now. I even took a rod tube to Tasmania when we went a few years ago, and we had 3 connections before we left the continent, then another layover in sydney. Rods were all perfectly fine.

Whether you get charged for the rod tube depends on airline. It is usually spelled out in the baggage contract as to whether sports gear is allowed on top of luggage or not.

I fish in Cuba every year , the rods I take with me are all telescopic and fit in any regular size suitcase, the rods range in from seven to twelve feet long the important thing is the reel...salt water reel is a must if you fish salt water Last winter In December I caught all my fish using blue fox silver spinner
