Cobourg Harbour?, Good spot for hard water fishing?

Anyone ice fished Cobourg Harbour or seen anyone ice fishing the area?

Not as large as Pickering's Frenchmans Bay but large compared to other Harbour.

Perhaps perch and pike?

I don't think fishing is allowed in the harbor. Also that place can be frozen one day and wide open the next

The town tries to prohibit people in the summer fishing from the railings. And that is controversial.

The town has zero jurisdiction in the harbour. Harbours are generally federally regulated - with fishing rules by mnr. Or am I wrong?

In summer - how is town ping to stop someone on boat fishing in harbour?

I know a local guy spent some time trying to get a ticket for fishing there and when he did he took it to court but I don't know the out come of it all perhaps someone else knows?
