Its mainly used for if you dont have the option to control your rmps. If youre experiencing your motor struggling to troll deadslow because of the low rpms, you can drop your plate, give it a bit more gas, and troll the same speed without the rmp issues.

It will slow you down 1- 1.5 mph But one thing I have done with the Happy Troller aluminum plate is add 1 more notch between up and down. Simple job drill hole through plate then cut it out with hack saw or zip wheel. This let's you adjust trolling speed with a headwind . I have done this on several of my boats in the last 30 years . Simcoe is 1.5 mph max and hammer bottom with the best riggers being Big John for the springing action they really stir crap up. If you need help PM me. You can look at mine on my 25 HP Merc.

Can also try trolling 'backwards' in reverse. You can't go as fast backwards. Higher risk of taking some water / waves over the transom depending on wind conditions and other boat traffic . . .
Or if forward if engine / transom equipped - raise the engine till nearly starting to get out of water. Can put stern down and bow more target for wind - will move you slower . . . .
