I feel one of the biggest factors in deciding whether conditions will be safe with significant wind forecasts is the "fetch" involved. This simply means the distance the wind will travel over open water to reach the area you plan to fish. For example: fishing Kempenfelt Bay with the east winds forecast being what it was yesterday would prove anything but comfortable and would likely be downright dangerous in many boats. With a strong NW wind forecast you could likely fish the Oro Shore and most of K-Bay if you worked the shoreline as the fetch would be insufficient to allow for substantial wave build-up.
Point is - wind speed is only one factor (a very major one) in trying to decide whether conditions would prove safe or comfortable.
