Me and a buddy are looking to go for some whitefish on lake simcoe near barrie and am just looking for any advice on some safe ice spots for some good fun, bait options or some jigging tips. Any help would be greatly appreciated.

The safe bet would be gear up for steel head and hope for a better season come Jan 2017. With 15 days left doesn't look good especially for the novice.

I wouldn't say the season is done by any means as long as the winds don't destroy kemp bay, should be good to go this weekend. Still gotta be cautious though

To answer your main question, wait till next year if you want to be safe and that's still no guarantee. Many seasoned fishers have not stepped a foot on the ice over deep water this year so that should tell you something.
If your coming from a distance save your gas and lodging costs.
It seems you have been a member since last April and this is your 1st post but you have had ample time to read posts and reports. I would suggest you look back at some not so old posts and you will gain a wealth of info. Related to your questions.

Thank you for the advice. I see some snow and cool weather during the week was looking to get out on thursday. Couple days of minus weather wont do much?

I haven't been out yet this year so I can't tell you where it's safe. but I can tell you that tip-ups with a 3way spreader has always been my go to for whitefish.
just look where everyone else is fishing. and if 55 FOW or more... give it a try.
