Most Auto propane refill locations will refill them at prices same as Costco; they like cash (at least this is my experience).

I get my 20lbs BBQ cylinders refilled for $10 flat from a local auto propane place; don't need a Costco membership either.

Yeah I filled an 11 pound tank for my buddy heater it was only six dollars to fill at Costco and a one pound tank is almost four dollars so it is a good deal.
