I'm wondering if anybody can help me. I'm reading the fishing regualations for zone 20, and it says pike season ends march 31. Then it has areas that are exceptions saying Toronto Harbour, and other areas. Does this mean that you can still fish for pike in these areas?

No. The exception is for fishing with two lines. You are allowed two lines while fishing in a boat in Lake Ontario - Toronto Harbour is excluded meaning your only allowed to fish with one line within the harbour. It doesn't change the open season.
