I was recently given permission to fish a private pond for Bass and was told to keep as many as I want as the pond is overstocked, and the owners would like to start thinning the population as they are worried there won't be enough food supply. My question is, do they fall under any regulations? Can you transport fish from a private pond?

If water from the pond does not flow out to any public river or stream then no license is needed and no seasons apply, otherwise you need a license and you need to observe fishing seasons and limits even if its an artificial pond.

Pond is totally private and spring fed . It is not connected to any other waterways.

This is true unless the owners hold an aquaculture license an bass are listed on it then regulations don't apply even if there is an outflow.
