Has anyone here ever make and place brush piles in a lake? I'm thinking of doing it, but I don't know the legalities of it, and a google search hasn't given me any definitive answers.

My guess would be you can't put anything in the lake or alter the environment in any way. Although this probably would do no harm and maybe even improve the habitat for minnows etc, its probably still not legal. Just my opinion.

I was under the impression it was illegal and did a quick look. While I couldn't find anything current one way or the other, I found this old mnr PDF that describes what kind of structures you can make. You could see if the office listed hasn't been cut yet and check what steps are required if allowed.
