First off you will see a link to the fishing regulations near the top of the page under the sponsor bar. Read them and don't trust what someone else tells you. It is your responsibility to know them.
In the general rules section it states that catch and possession limits are the same unless otherwise stated. Now check zone 11 which includes lake Nipissing. There you will see sports license is 4 and conservation is 2. None between 43 and 60cm. Now you would think that is it but no, scroll down to the exceptions area and look for lake Nipissing. There it says S 2 and C 1 with none under 46cm.
So there you have it. Check it out and confirm what I have said.

The individual exception whether for the species or water body are the rule not the provincial limits. Provincial limits only apply if there are no other specifics for the area or body of water in the zone information.
If your zone limit is 2 that's the limit.
Try something different to catch some fish. Read back through some posts on this forum there is a lot of tips on here.
