Looks like a Tumour.
Their would be no way to guarantee that is safe to eat visually. As far as the immediate dangers to Eating a fish with a tumour it would depends on why the tumour formed and what is make up is. Way to in depth to take the chance as far as I am concerned.

if he won't go down, pick him out of the water with your hands under his belly. His weight pushing down on your hands will make him burp out the last air in his swim bladder.
