I've never tried it myself but I hear worms don't move very much in freezing cold water. That being said I'm sure they would still be tasty to the fish.

Tried them through the ice for rainbows.. they didn't touch the worms, would take a jigged artificial over it every time. I've have not really ever heard of anyone being successful through the ice with crawlers...
If you want to save coin on minnows, get pinheads. More bang for your buck for sure... and I know those work.
