After an abundance of opinions on the use of Salted Minnows I decided to get an answer from MNRF directly. Some of the explanation in the regs leaves to be desired the way I see it. Attached is the email I got back from them.

Yes, anglers can use salted minnows, but they count as part of the 120 minnows that an angler can possess. Please ensure that you follow the new bait regulations.
Pre-packaged, preserved bait can be used if obtained in the BMZ where they are being used. If you are using in a BMZ where you do not live (i.e., your Primary Residence) you will need to retain a receipt and use within 2 weeks. Similar to live baitfish, preserved or frozen bait may not be transported into another zone. Bait that has been preserved with salt may not be sold in Ontario.
