Say... I understand that fishing must be at least 23m from a dam, but are the ghost locks along the Holland River East Branch considered dams?

Good question. Doesn’t seem like it would fall under the regs for a typical Dam blocking any migratory species. I really don’t know. I would call the local MNR office.

So, as you understand - ANY OBSTRUCTION - prohibited.
Still need to ask the MNR. Perfectly legal to fish all the locks in the Trent right up to the locks/obstruction. They even have a special regs for those areas. Better to ask the MNR as the regs book does not cover details of specifics in some case.

Wouldn't that mean that you are not allowed to fish at the base of rapids??

Rapids are not an obstruction. Same with a natural waterfall. Obstructions are man made for this regulation.

So, seeing as how the gates to the locks were never installed, no obstruction means fish at will.

Just got my answer from MNR. I guess the lock is considered a dam as it’s an obstruction.
