To be frank, having a number on your boat allows LE to check the owner in case of emergency, stolen property, safety concerns etc...
A lot of people were purchasing boats and not changing over the ownership to beat the taxman.
As a former LE officer myself, this up to date info is invaluable.
So you pay an administration fee. It takes people to manage this system. They don't work for free. It's simply a cost recovery fee.
